On March 10, 2020, New Castle County Council unanimously approved the plan to redevelop Barley Mill Plaza. This plan will revitalize the vacant business center and former DuPont Co. site near Greenville, Delaware with a mixed-use center consisting of residential, office, and retail spaces to create an appealing, pedestrian-friendly community destination. The new, vibrant, mixed-use complex will also bring to Delaware the first and likely only Wegmans supermarket.
Tarabicos Grosso, LLP assisted developer Pettinaro Development Company with all land use approvals for the project, which included hearings before PLUS, the Board of Adjustment, Planning Board, and County Council for approval of a Level of Service waiver. In addition, the developer engaged in consistent communication with the local community, holding two community meetings throughout the approval process and responding to the public’s questions and concerns regularly.
The plan includes 80 residential luxury flats, which are unique to the area and offer attractive, high-end living within 4-story buildings, along with an additional 33 upscale townhomes consistent with the character of the Greenville area. These dwellings are specifically age-restricted and all long-term occupants must be at least 55 years of age. Also proposed are two brand new, contemporary 3-story office buildings consisting of 160,800 square feet of office space, as well as 148,700 square feet of amenity-packed retail space, including restaurants, a bank, and the highly-anticipated Wegmans supermarket.
The project also provides an array of pedestrian-friendly features, including walking trails, abundant sidewalk and courtyard areas, attractive landscaping, and access to public transportation, all designed to promote a sense of place and interconnection with the surrounding community. This plan will encourage the public to take advantage of a variety of existing and newly instated transportation options.
